今年4月，集美区发布了在全区开展生猪养殖污染整治的通告，并在全区划定禁养区和限养区，其中禁养区范围包括“石兜－坂头水库”饮用水源保护区、城市建设规划区、学校及其周边500米内区域。禁养区范围以外的其他地区为生猪养殖限养区。
限养区内生猪养殖场必须在2010年10月31日之前自行选择退养或者实现污染物“零排放”。
■该区生猪养殖污染整治取得实质性进展，禁养区已拆除一半以上的生猪养殖场
■7月31日前自行退养并拆除养殖场，可多奖励两成房屋搬迁补助金
备受关注的集美区生猪养殖污染整治工程目前取得实质性进展。前天，记者从集美区生猪养殖污染整治办获悉，截至7月22日，全区生猪养殖场已完成清点测量，禁养区内生猪养殖场设施拆除超过一半以上。
统计数据显示：集美区共完成清点生猪养殖户1660余户，统计存栏生猪36万多头，测量养殖建筑面积近150万平方米。其中：区所属灌口、后溪镇共清点1200余户，存栏生猪近31万头，养殖建筑面积125万平方米；侨英等其他各镇（街、场）完成清点380余户，存栏生猪3.9万多头，测量养殖建筑面积25万多平方米。
整治工作势在必行
“以前，针对养猪场污染方面的投诉不绝于耳，可以说集美的每一条河、每一条溪都受到影响。”谈到生猪退养即将带来的“环境效益”，集美区生猪养殖污染整治办主任、区农业局局长李永联深有体会。
整治工作有序推进
根据相关规定，禁养区养猪场在规定时间内自行完成退养的，限养区养猪场在规定时间内选择并自行完成退养的，由区财政给予补助和奖励。补助方面具体包括房屋搬迁（含装修）、沼气池、垫料、其他配套设施和设备等。对于在规定时间内完成退养并拆除养殖设施的，将根据养猪场建立的时间，按每场拆除房屋的面积和实际生猪存栏量进行奖励。
